The Medicare program is under continued pressure to help reduce costs and hospitalizations while improving care coordination. To support these initiatives and enhance the management of seriously ill populations, CMS announced the phased implementation of the Primary Care First (PCF) model, which includes the Seriously Ill Population (SIP) program. There is significant opportunity in participating – either directly as a hospice or palliative care provider or by partnering with a primary care practice – and providers must understand how to intersect with these new payment models to diversify business streams. Annie Acs is the Director of Health Policy and Innovation leading NHPCO’s important innovation and inclusion efforts to expand access to high quality hospice and palliative care for a broad cross-section of patients and families experiencing serious illness. Annie is focused on CMMI model design, MedPAC payment policy, and legislative and regulatory activities. She is also a Staff Liaison to the NHPCO Diversity Advisory Council.
Annie has years of federal service experience having worked in various offices across the Department of Health and Human Services including the Centers for Medicare & Medicaid Services and in the Executive Office of the President staffing the White House Domestic Policy Council. She started her health policy career at an association called OWL advocating for policies that support midlife and older women. She most recently worked for a federal contractor, and she has experience in policymaking, delivery system reform, health IT, and building strong relationships with CMS.
Annie earned a Bachelor of Arts Cum Laude in Health Policy and Administration from Ithaca College and a Master of Public Health degree in Health Policy from The George Washington University.
