The CMS Access Rule is raising expectations for incident management, pushing state programs to go beyond compliance and deliver real improvements in safety. That’s why on Thursday, April 23 at 2 p.m. ET, Katie Howe, Director of Program Integrity for Delaware’s Division of Developmental Disabilities Services, will present a webinar on how her state brought together four state divisions under a single, unified incident management system. Katie Howe has served in the Delaware DDDS for 25 years, and has spent the last nine years as the Director of Program Integrity. Her passion for the people she serves and the experience she brings to her role have kept Delaware on the leading edge of protecting state beneficiaries and ensuring they receive quality services. Under her leadership, the state has modernized incident management across a complex statewide enterprise — balancing policy, operations, technology, and collaboration to improve outcomes.

Liz Collins has helped streamline government programs and improve the lives of individuals for over 20 years. As a Principal at Mercer, she works with state agencies to identify opportunities for improvement and develop unique solutions that address both the complex policies of state governments and the pressing needs of the people served. Before joining Mercer, she served as Administrator of the Maternal and Child Health (MCH) section of the New Hampshire Department of Health and Human Services.
