The FY 2025 proposed rule: What skilled nursing facilities need to know



On March 28, 2024, the Centers for Medicare & Medicaid (CMS) released the Skilled Nursing Facility (SNF) Prospective Payment System proposed rule for fiscal year (FY) 2025.

Highlights of this rule include:

  • An increase in Part A payments to SNFs
  • Changes to the civil monetary penalties that could significantly impact providers across the country
  • Updates to Internal Classification of Diseases (ICD) 10 coding to more accurately reflect and appropriately assign the primary diagnoses
  • Changes to both SNF Quality Reporting Measures (QRP) and SNF Value-Based Purchasing (VBP)
CMS is also seeking feedback from providers on potential future changes to the Non-Therapy Ancillary (NTA) component under the Patient Driven Payment Model.

Scott Heichel, RN, RAC-MT, RAC-CTA, DNS-CT, CIC, QCP, IPCO, is the Director of Clinical Reimbursement for LeaderStat. He has over 25 years of healthcare experience and has been recognized for his expertise on the Resident Healthcare Instrument (RAI) process and clinical reimbursement. Scott’s consulting work includes performing Medicare and Medicaid reimbursement reviews and creating educational programs for skilled nursing facilities and multi-facility operators. He has testified as an expert witness in a large Medicare dispute case and has also assisted in corporate integrity audits and corporate compliance reviews. Scott is a member of the American Association of Post-Acute Care Nursing (AAPACN) Board of Directors, the American Association of Nurse Assessment Coordination (AANAC) Expert Advisory Panel, is recognized as a Master Teacher through AANAC for their RAC-CT MDS certification courses. He also sits on the board as the President of the Ohio Association of Nurse Assessment Coordinators.
