Recent regulatory changes are putting new pressure on DME organizations — especially when it comes to ownership changes, certain transactions, and operations. The expanded 36‑month change of ownership rule and the current DME moratorium are reshaping how providers plan growth, manage risk, and structure deals.

Join healthcare regulatory attorneys Barry Alexander and Ross Sallede of Polsinelli for a practical breakdown of these changes and what they mean for your DME business.

About the speakers

Barry Alexander

Office Managing Partner

Barry Alexander is a health care regulatory and transactional attorney who advises providers, private equity sponsors and institutional investors when reimbursement mechanics, payor policy and operational structure directly impact transaction valuation, diligence and post-closing performance. He has more than 35 years of experience working in reimbursement-driven sectors where revenue integrity, compliance and valuation are closely connected. He focuses on specialized health care industries, including specialty pharmacy (infusion and compounding), behavioral health with a concentration in ABA, oncology, clinical laboratories (genetic and urine drug testing), durable medical equipment, diagnostic imaging and ophthalmology.

Ross Sallade

Home Health, Home Care & Hospice Chair

Ross works with clients to help them navigate through the myriad of state and federal health care regulatory challenges facing them. He regularly counsels clients to aid in structuring their business transactions and relationships in compliance with federal and state regulations, including change of ownership requirements, as well as federal anti-kickback statute and federal physician self-referral (or “Stark”) laws. Ross Sallade provides value to clients by tackling the complex legal regulatory, operational, reimbursement and enrollment matters that others might be reluctant to handle.
