Last year, the U.S. Department of Health & Human Services (HHS) — through the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Office for Civil Rights (OCR) — announced a final rule modifying the Confidentiality of Substance Use Disorder (SUD) Patient Records regulations at 42 CFR Part 2 (“Part 2”). The deadline to comply is February 16, 2026, which is also the date a new HIPAA-like enforcement structure will take effect. This structure will introduce civil monetary penalties (CMPs) for any noncompliant facilities.

Since 2008, Adam has consulted with emerging businesses in leadership positions, physician practices, healthcare startups, and hospitals with a focus on management, operations, finance and strategic planning. He has extensive experience in physician compensation, including contracting and structures. Through his leadership, he helps hospitals and practices determine fair market compensation and compliance issues that surround employment practices. Among other projects, his key consultancy roles included: strategic business consultations, the merger of two hospital managed service organizations, the startup of physician practices, and the negotiation of hundreds of physician-hospital acquisitions.
Carrie O’Connell is the VP of Clinical Strategy at WellSky. Carrie’s wealth of knowledge and expertise in healthcare informatics spans 20+ years. Carrie has a passion for creating efficiencies with technology while also promoting improved clinical outcomes, which is what led her to WellSky in the first place. Carrie’s focus includes the strategic design and direction of clinical solutions, including regulatory guidance and improved user experience. Currently, Carrie is actively involved in numerous industry workgroups and committees around interoperability. In addition, she has been selected as a CMS technical expert panel participant. Carrie currently serves as the co-chair for the ADVION IT committee and is a past board member.
