The CY 2024 home health proposed rule: Understanding the impact on your agency & what you can do now

On Friday, June 30, the Centers for Medicare & Medicaid Services (CMS) published its calendar year (CY) 2024 home health proposed rule, which would decrease Medicare fee-for-service payment rates by 2.2% and proposes a 5.63% permanent rate cut. The rule has raised provider concern and could pose a potential risk to the stability of home healthcare.

Recently, home health industry regulatory expert and advocate, Cindy Campbell, MHA-Healthcare Informatics, BSN, RN, COQS, CHHCM, presented a timely webinar that broke down the CY 2024 home health proposed rule. Cindy discussed the proposed changes, explained the impact on agencies and the future of home healthcare, and outlined anticipated actions that providers can take now.

You’ll learn more about these key elements of the rule:

  • PDGM payment rate cuts, including the budget neutrality permanent adjustment
  • Proposed inflation adjustment of 2.7%
  • Recalibration of case mix weights
  • Changes to the ongoing HHVBP program, including updates to the OASIS and claims-based measures
  • Updates to the HQRP
  • Other important, non-rate-related proposals impacting hospice, infusion, and DME providers and provider enrollment
