On April 3, 2023, CMS released the much-anticipated draft version of the Minimum Data Set (MDS) 3.0 Resident Assessment Instrument (RAI) User’s Manual. The MDS Item Sets will take effect on October 1, 2023.
Long-term care industry expert Scott Heichel, RN, RAC-MT, RAC-CTA, DNS-CT, CIC, QCP, IPCO, Director of Clinical Reimbursement, LeaderStat, recently presented a webinar on the most important changes in this version of the MDS User Manual. He also shared what long-term care providers should do before the MDS Item Sets take effect on October 1.

Scott Heichel, RN, RAC-MT, RAC-CTA, DNS-CT, CIC, QCP, IPCO, is the Director of Clinical Reimbursement for LeaderStat. He has over 25 years of healthcare experience and has been recognized for his expertise on the RAI process and clinical reimbursement. Scott’s consulting work includes performing Medicare and Medicaid reimbursement reviews and creating educational programs for skilled nursing facilities and multi-facility operators. He has testified as an expert witness in a large Medicare dispute case and has also assisted in corporate integrity audits and corporate compliance reviews. Scott is a member of the American Association of Post-Acute Care Nursing (AAPACN) Board of Directors, the American Association of Nurse Assessment Coordination (AANAC) Expert Advisory Panel, is recognized as a Master Teacher through AANAC for their RAC-CT MDS certification courses, and sits on the board as the President of the Ohio Association of Nurse Assessment Coordinators.
