The 2023 final rule explained: A summary for skilled nursing facilities

The Centers for Medicaid and Medicare Services (CMS) recently published the long-awaited final rule for the fiscal year (FY) 2023. It updates Medicare payment policies and rates for skilled nursing facilities under the Skilled Nursing Facility Prospective Payment System (SNF PPS). The release followed a 60-day comment period in which almost 5,000 comments were submitted by nursing home providers and other industry leaders.

The following changes are included in the final rule:

  • Payment rate updates that will take effect October 1, 2023
  • A plan for a two-year phase-in of patient-driven payment model (PDPM) parity adjustments
  • Revisions to the SNF Quality Reporting Program (QRP)
  • Updates to the PDPM ICD-10 code mappings
  • Expansion of SNF Value-Based Purchasing (VBP)

Some of these changes mirror the proposed rule, while others are new additions. With so many moving parts, it is important that your team knows what changes are taking effect come October 1 and how to prepare for them.

Scott Heichel, RN, RAC-MT, RAC-CTA, DNS-CT, CIC, QCP, IPCO, is the Director of Clinical Reimbursement for LeaderStat. He has over 25 years of healthcare experience and has been recognized for his expertise on the RAI process and clinical reimbursement. Scott’s consulting work includes performing Medicare and Medicaid reimbursement reviews and creating educational programs for skilled nursing facilities and multi-facility operators. He has testified as an expert witness in a large Medicare dispute case and has also assisted in corporate integrity audits and corporate compliance reviews. Scott is a member of the American Association of Post-Acute Care Nursing (AAPACN) Board of Directors, the American Association of Nurse Assessment Coordination (AANAC) Expert Advisory Panel, is recognized as a Master Teacher through AANAC for their RAC-CT MDS certification courses, and sits on the board as the President of the Ohio Association of Nurse Assessment.
