With the release of QSO-24-13-NH on June 18 by the Centers for Medicare & Medicaid Services (CMS), providers were given new regulatory requirements around the Long-term Care Facility Assessment regulation. This guidance outlines changes to Appendix PP of the State Operations Manual, effective August 8, 2024. While the facility assessment is intended to help facilities identify the appropriate number of staff and level of resources needed to care for their specific population, the enhancements to the regulations add significant complexity to this rule.

He has over 25 years of healthcare experience and has been recognized for his expertise on the Resident Healthcare Instrument (RAI) process and clinical reimbursement. Scott’s consulting work includes performing Medicare and Medicaid reimbursement reviews and creating educational programs for skilled nursing facilities and multi-facility operators. He has testified as an expert witness in a large Medicare dispute case and has also assisted in corporate integrity audits and corporate compliance reviews. Scott is a member of the American Association of Post-Acute Care Nursing (AAPACN) Board of Directors, the American Association of Nurse Assessment Coordination (AANAC) Expert Advisory Panel, is recognized as a Master Teacher through AANAC for their RAC-CT MDS certification courses. He also sits on the board as the President of the Ohio Association of Nurse Assessment Coordinators.
