On Wednesday, November 1, the Centers for Medicare & Medicaid Services (CMS) released its calendar year (CY) 2024 home health final rule, which would increase home health benefit spending by 0.8%, or $140 million (compared to the 2023 aggregate payments). While this may sound like good news, CMS has proposed a 2.89% permanent Budget Neutrality Adjustment and confirmed its intent to eventually claw back an “overspend” of around $3.4B for CY 2020 - CY 2022, with timing and detail to be determined. Along with these payment changes, CMS also finalized its proposals related to the Home Health Quality Reporting Program (HHQRP), the Home Health Value-based Purchasing (HHVBP) program, and important updates to hospice, including the Special Focus Program.
