Understanding the CY 2024 Home Health Final Rule:
Your agency’s path forward

Presented by Cindy Campbell, MHA-Healthcare Informatics, BSN, RN, COQS, CHHCM

On Wednesday, November 1, the Centers for Medicare & Medicaid Services (CMS) released its calendar year (CY) 2024 home health final rule, which would increase home health benefit spending by 0.8%, or $140 million (compared to the 2023 aggregate payments). While this may sound like good news, CMS has proposed a 2.89% permanent Budget Neutrality Adjustment and confirmed its intent to eventually claw back an “overspend” of around $3.4B for CY 2020 - CY 2022, with timing and detail to be determined. Along with these payment changes, CMS also finalized its proposals related to the Home Health Quality Reporting Program (HHQRP), the Home Health Value-based Purchasing (HHVBP) program, and important updates to hospice, including the Special Focus Program.

As 2023 comes to a close, there is a lot to learn in preparation for a successful year ahead. Join home health industry regulatory expert and advocate, Cindy Campbell, MHA-Healthcare Informatics, BSN, RN, COQS, CHHCM, for an important webinar that will provide in-depth coverage of the final rule and how it will affect your home health agency’s future.

You'll learn more about these key elements of the final rule:

  • Changes to quality measures
  • The impact of ongoing advocacy efforts & current legislation
  • Payment rate cuts & adjustments
  • Updates to clinical programs such as lymphedema therapy, provider enrollment, the Hospice Special Focus Program, access to aide services, and more

WellSky believes in the power of collective understanding and advocacy when it comes to home care. Since 2020, persistent industry pushback to CMS methodology and assessment of PPS to PDGM budget-neutral-spending has been escalating, with increasing industry response and advocacy efforts. From the Preserving Access to Home Health Act of 2023, to recent NAHC litigation against CMS, Cindy will lend clarity to the complex backdrop of this final rule. NAHC has put together an official email template, where providers can advocate to stop cuts to home health. You can find it here.

WellSky thanks you for the efforts you’re making on behalf of home health patients with ongoing changes to your payment and regulation. Join us as we continue to serve this goal, gaining insight together about the CY 2024 home health final rule, and moving forward with person-centered home care at the forefront.
