On September 1, the U.S. Department of Health and Human Services. through CMS, issued a proposed rule that seeks to establish comprehensive staffing requirements for nursing homes — including national minimum nurse staffing standards. The overarching goal of this proposal is to ensure nursing home residents have access to safe, high-quality care. In case this proposal becomes mandated, providers should strategize now about how to comply with registered nurse and certified nursing aide/state-tested nursing aide minimum standards, 24/7 RN coverage, and staffing based on facility assessment.

He has over 25 years of healthcare experience and has been recognized for his expertise on the RAI process and clinical reimbursement. Scott’s consulting work includes performing Medicare and Medicaid reimbursement reviews and creating educational programs for skilled nursing facilities and multi-facility operators. He has testified as an expert witness in a large Medicare dispute case and has also assisted in corporate integrity audits and corporate compliance reviews. Scott is a member of the American Association of Post-Acute Care Nursing (AAPACN) Board of Directors, the American Association of Nurse Assessment Coordination (AANAC) Expert Advisory Panel, is recognized as a Master Teacher through AANAC for their RAC-CT MDS certification courses, and sits on the board as the President of the Ohio Association of Nurse Assessment Coordinators.

Sherry Thomas, BS, RN, QCP, IPCO has more than 34 years of experience working in healthcare, which includes the entire continuum of care (from acute care to many aspects of post-acute care, such as sub-acute, skilled nursing, assisted living, hospice/palliative care, legal nurse consulting and risk management). Sherry has a proven record of achieving excellent survey outcomes as well as Joint Commission accreditation in skilled nursing centers. As Director of Clinical Services at LeaderStat, her consulting work includes assisting nursing facilities in managing their day-to-day operations in regulatory compliance, development of plans of correction, guidance in facility preparation for resurvey, education and training, survey recovery and clinical documentation requirements.
