Pearl Barnett oversees grant management activities at ADvancing States and also consults with state Medicaid agencies and Waiver Operating agencies on many aspects of long-term services and supports, including “No Wrong Door” systems and person-centered practices. Before joining ADvancing States, she worked at Oklahoma Department of Human Services as the Administrator for the ADvantage 1915(c) Home and Community-Based Services Medicaid Waiver and Medicaid State Plan Personal Care Programs.
Kevin Bagley is the former Medicaid Director for the state of Nebraska and former Bureau Director of Long-Term Services and Supports in Utah. He is well regarded as an innovative problem solver with a strong background in public policy, business intelligence, process improvement and business analysis. In his prior roles, he focused on issues related to access, quality, and policy around Medicaid, Medicare, and marketplace plans.
