NCI-AD is a collaborative effort between ADvancing States and the Human Services Research Institute (HSRI). The initiative helps address gaps in assessing outcomes in long-term services and supports service systems, which go beyond measures of health and safety in order to address important social, community, and person-centered goals, as well as quality of life.

Rosa helps states use the core indicators to assess the outcomes of services provided to individuals and families, including service planning, rights, community inclusion, choice, health and care coordination, safety, and relationships. She previously served as the Director of LTSS Policy at ADvancing States, where she worked on managed care, LTSS (long term services and supports), ADRCs, (aging & disability resource centers) and NWD (no wrong door), long-term care ombudsman, quality oversight, and access to services.
Stephanie focuses on survey implementation methodology and techniques (including population-specific techniques), surveyor training, quality assurance, stakeholder engagement, and user-friendly dissemination of information. She applies these skills to both the National Core Indicators (NCI) and National Core Indicators for Aging and Disabilities (NCI-AD) projects and leads training and quality assurance activities on both ventures.
