Wanda Coley

Wanda Coley is Vice President of Strategy and Execution, UnitedHealthcare, The Carolinas. Wanda brings deep expertise in the healthcare industry and serves as market strategist responsible for execution of post -acute care innovation, bundled payments, ACO proliferation, business development and community partnerships.

Wanda has more than 20 years of executive leadership experience in health care, with extensive knowledge in finance, accounting, business development, payer contracting, post- acute strategy, technology and human capital. Prior to joining UnitedHealthcare, she served as President & Chief Operating Officer of Well Care Health in Wilmington, NC, a home health and hospice agency providing quality care in the home.

An active member in her community and profession, Wanda serves on boards and councils. She is a past member of the National Association for Home Care and Hospice Financial Managers Advisory Board, North Carolina Association for Home and Hospice Care board and Enterprise Fleet Management Advisory Board. She currently serves on YWCA Lower Cape Fear Board, WILMA Advisory Board and UNCW College of Health & Human Services Advisory Board.

Dr. Victor Chang

Dr. Victor Chang is the UnitedHealthcare Chief Medical Officer for North Carolina, Medicare & Retirement. Dr. Chang joined UnitedHealth Group (UHG) in 2015 and during that time has served on the National Inpatient Care Management (NICM), Post-Acute Care Management (PACM), and Post-Service Appeals teams. Prior to being the CMO for North Carolina, he most recently served as the PACM Senior Medical Director and National Vice President.

Dr. Chang completed his residency in Physical Medicine and Rehabilitation (PM&R) in 1999 and then completed fellowship training in Neurotrauma Rehabilitation, focusing on brain injury and spinal cord injury. Prior to joining UHG, he primarily worked in academic Inpatient Rehabilitation Facilities (IRF) and was Associate Professor and Vice-Chair at the University of Texas Health Sciences Center, Department of Physical Medicine and Rehabilitation, in Houston, TX. He also served as Medical Director of Stroke and Brain Injury Services and Medical Director for Case Management at TIRR Memorial Houston in Texas.

Over his career, Dr. Chang has served on national and regional committees for The American Academy of PM&R and American Board of PM&R, serving as the Alternative Advisor to the American Medical Association RVS Update Committee. He has been a test question writer and oral examiner as well. Victor also worked closely with the Colorado Division of Worker’s Compensation and is experienced with the medical-legal system. He is an accomplished speaker and has given many lectures at national, regional, and local meetings.

Michael Zeglinski, R.Ph

Michael Zeglinski currently serves as Senior Vice President and Chief Executive Officer of Optum Specialty and Infusion Pharmacies. He is primarily responsible for leading the strategy, sales efforts, product development, clinical and nursing programs, analytics/outcomes, and operations of specialty and infusion pharmacies nationwide.

Michael brings more than 30 years of experience in the pharmacy distribution and specialty pharmaceutical business, including home infusion therapies. Prior to joining Catamaran in 2012 as the Vice President of Pharmacy Operations, Zeglinski held roles at several other specialty pharmacy organizations, including Quantum Health Resources, Olsten/Gentiva Health Services, Accredo Therapeutics and CVS Caremark. He has developed and implemented numerous pharmacy operating systems and disease-specific care management programs, which focus on increasing patients’ specialty pharmaceutical adherence rates, documenting cost saving interventions and improving quality of life for patients/members. He is also Green Belt certified in Lean Six Sigma processes focusing on the health care industry.

Michael holds a bachelor’s degree in pharmacy from Duquesne University in Pittsburgh, PA, and pursued his Masters of Fine Arts in Music from Carnegie Mellon University. He is a member of the Academy of Managed Care Pharmacy and the American Pharmacists Association, sits on the Board of Trustees for the Greater Illinois Chapter of the National MS Society and the Editorial Board for Specialty Pharmacy Times, and has held pharmacist licenses in 13 states.

Therasa Bell
President and CTO at Kno2

Therasa Bell is the co-founder, president, and chief technology officer at Kno2 and is known for three things: her focus on driving interoperability in healthcare, her ability to simplify the complexities of patient document exchange, and clinical workflows, and her commitment to serve that infuses her interactions with everyone around her and powers the company’s purpose to eliminate fax from healthcare by providing a solution for interoperability that can serve everyone throughout the healthcare ecosystem. Ms. Bell was recently recognized in the 2019 class of Most Powerful Women in Health IT by Health Data Management. A true inventor at heart, Ms. Bell has designed and implemented multiple technologies and systems, is the holder of multiple patents for clinical workflows, unstructured clinical documents, sub-networks, and aggregating healthcare networks.

Alan Swenson
Vice President of Interoperability at Kno2

Alan Swenson is the Vice President of Interoperability at Kno2, where his focus is on improving interoperability across the entire continuum of care. He is responsible for overseeing specific projects aimed to extend interoperability into hard to reach markets, and groups not previously part of government incentive programs to drive interoperability like post-acute. He represents Kno2’s partners and customers in industry trade associations and actively participates and leads in other industry interoperability initiatives, such as Carequality, CommonWell Health Alliance, and DirectTrust. In addition, Alan currently serves as a Member Board Director for NASL and is Vice-Chair of their IT Committee, leading NASL interoperability initiatives, including comments to the ONC and CMS interoperability rules and ONC's draft two of the Trusted Exchange Framework and Common Agreement (TEFCA).

Jon Elwell
Chief Executive Officer at Kno2

Jon Elwell is Chief Executive Officer at Kno2. He leads the company in its mission to solve interoperability for the healthcare industry and truly transform the way patient information is exchanged. While Kno2’s Interoperability as a Service has its place in every care setting, Elwell initially focused on charting a course for the post-acute providers – skilled nursing, assisted living, behavioral health, therapies, and others – where interoperability was lacking. Now that 75% of the technology vendors who support that market are largely integrated to Kno2, Jon is currently driving expansion to the remaining healthcare sectors.
