On March 13, 2020, the Centers for Medicare & Medicaid Services (CMS) directed nursing homes to significantly restrict visitors and nonessential personnel and to restrict communal activities inside nursing homes. CMS implemented these measures to protect seniors, a population that is highly vulnerable to complications associated with COVID-19.
In the following weeks, states ramped up social distancing by introducing shelter in place orders. These measures have helped to slow the spread of COVID-19 infections.
Almost two months later, after weeks of social distancing, states, under the direction of their governors, are beginning to reopen. And while the governor can reopen salons, bowling alleys, and other non-essential places of business, only CMS or a federal mandate can lift the restrictions placed on skilled nursing facilities (SNFs). At this time, it is unclear when this will happen or how it will happen. It is unclear if the restrictions will be lifted all at once, or if they will be lifted on a regional or state-by-state basis.

Scott’s consulting work includes performing Medicare and Medicaid reimbursement reviews and educational programs for skilled nursing facilities and multi-facility operators. Scott has experience in and has testified as an expert witness in a large Medicare dispute case. He has also assisted in Corporate Integrity Audits and corporate compliance reviews. Scott is a member of the American Association of Nurse Assessment Coordination (AANAC’s) Expert Advisory Panel, has been recognized as a Master Teacher through AANAC for their RAC-CT MDS certification courses, and sits on the board as the President of the Ohio Association of Nurse Assessment Coordinators (OANAC).
