Each year, the Centers for Medicare & Medicaid Services (CMS) releases information on rulemaking that impacts Medicare payment rules. These releases inform providers about proposed payment and policy updates. Earlier this month, CMS issued the first of three proposed rules, including the skilled nursing facility (SNF) proposed rule for the fiscal year 2021.
The proposed rule reviews many key areas including the SNF Prospected Payment System (PPS), the SNF Quality Reporting Program (QRP), the SNF Value-Based Purchasing Program (VBP), and more. Skilled nursing providers are encouraged to review the proposed rule and provided feedback on the changes laid out by CMS.
While last year’s proposed rule focused heavily on the SNF QRP, this year focuses on proposed ICD-10 mapping changes, the SNF VBP, and the advancement of health information exchange. Scott Heichel, RN, RAC-MT, RAC-CTA, DNS-CT, CIC, QCP, and Director of Clinical Reimbursement for LeaderStat brings more than 25 years of healthcare experience and is recognized for his expertise in the Residential Assessment Instrument (RAI) process and clinical reimbursement. Scott’s consulting work includes performing Medicare and Medicaid reimbursement reviews and educational programs for skilled nursing facilities and multi-facility operators. Scott has experience in and has testified as an expert witness in a large Medicare dispute case. He has also assisted in Corporate Integrity Audits and corporate compliance reviews. Scott is a member of the American Association of Nurse Assessment Coordination (AANAC’s) Expert Advisory Panel; has been recognized as a Master Teacher through AANAC for their RAC-CT MDS certification courses; and sits on the board as the President of the Ohio Association of Nurse Assessment Coordinators (OANAC).
Melissa Tabor LPN, has nearly 12 years of experience working in health care, primarily in long-term care. Melissa has devoted her nursing career to educating and training nurses to use evidence-based practice. Melissa currently holds a multi-state license, and is a CPR instructor, level-one Medication Aid Instructor, and has certifications in diabetic/nutrition, Intravenous (IV) therapy, and wound care.
