The increasing focus on health equity has brought attention to long-standing health disparities faced by people with intellectual and developmental disabilities (IDD). This is one reason the Centers for Medicare & Medicaid (CMS) issued the Ensuring Access to Medicaid Services Rule (Access Rule).
One provision of the rule requires states to track critical incidents by collecting information from certain sources (such as medical claims) and identifying unreported incidents associated with emergency department use and inpatient hospitalizations.
This educational webinar will explain how you can then use that critical incident data to protect waiver beneficiaries by identifying potential incidents, manage conditions known to lead to morbidity and mortality, and drive improved member satisfaction with your program. Dr. Craig Escudé is a board-certified Fellow of the American Academy of Family Physicians and the American Academy of Developmental Medicine with over 20 years of clinical experience providing medical care for people with intellectual and developmental disabilities and complex medical conditions. Dr. Escudé began working at Hudspeth Regional Center in 1988, a Mississippi state residential program for people with severe and profound intellectual and developmental disabilities, until he retired in June of 2018, serving as medical director for most of that time. He was named president of IntellectAbility in 2018, where he continues his passion to improve health and educate clinicians and other professionals who support people with IDD. Through his courses, lectures, and writings, he has taught thousands of clinicians and supporters throughout the United States and beyond.
Lorene Reagan has over 35 years of experience providing high-level clinical, administrative, and consultative support to state Medicaid programs. During her 20-year tenure at the New Hampshire Department of Health and Human Services, Lorene served in various clinical and administrative roles, including Bureau Chief for Intellectual and Developmental Disabilities Services and Senior Medicaid Health Systems Administrator. A proponent of data-driven decision-making, she championed the implementation of the Health Risk Screening Tool (HRST), the Supports Intensity Scale (SIS), the National Core Indicators-IDD survey (NCI-IDD), and the statewide START program. As a Principal with Mercer Consulting, she supported state Medicaid programs on various projects, including Medicaid Managed Care External Quality Review, electronic visit verification, and rate setting activities.
While studying at the University of North Carolina at Wilmington, Angela began working with individuals with disabilities. For over two decades, Angela worked at provider agencies in a variety of roles before making a career change into technology. Before moving into her current role in Client Success, Angela served as a Solutions Architect for the Human and Social Services division of WellSky, where she worked on a variety of products, including the WellSky solution for Incident Management. In 2022, Angela became one of 2,700 people in the world to receive certification as a Certified Professional in Accessibility Core Competencies (CPACC) through the International Association of Accessibility Professionals (IAAP).
