Fast facts: helping inpatient rehabilitation facilities make sense of changing regulations

The three-hour rule

The federal government recently passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The economic rescue package includes $100 billion in funds intended to provide healthcare providers with greater flexibility. The Act has clarified that an IRF has flexibility with the three-hour rule if the IRF is unable to conduct the required intensive rehabilitation therapy program because of staffing disruptions related to COVID-19.

In this tip sheet, Angela Phillips, PT, President and Chief Executive Officer of Images & Associates, explains section K of the CARES Act, providing inpatient rehabilitation providers with best practices on how to support the use of three-hour rule flexibility.

  • How the CARES Act impacts inpatient rehabilitation facilities
  • How to ensure compliance when using three-hour rule flexibility
  • Where to find language within the CARES act to support changes to day-to-day operations
