Herd immunity, better control of COVID-19, and the end of the pandemic are dependent on widespread vaccination, and time is of the essence. Anand Parekh is BPC’s chief medical advisor providing clinical and public health expertise across the organization. Since 2015, he has led specific efforts tackling a variety of policy issues including the opioid crisis, obesity epidemic & nutrition, health & housing, domestic and global HIV/AIDS, business & public health collaboration, emergency preparedness, social isolation, rural health, and prescription drug costs.
Prior to joining BPC, he completed a decade of service at the U.S. Department of Health and Human Services (HHS). As a HHS deputy assistant secretary for health from 2008 to 2015, he developed and implemented national initiatives focused on prevention, wellness, and care management. Specifically, he played instrumental roles in the implementation of the Recovery Act’s Prevention and Wellness Fund, the Affordable Care Act’s prevention initiatives, and HHS’ Multiple Chronic Conditions Initiative.
Briefly in 2007, he was delegated the authorities of the assistant secretary for health overseeing ten health program offices and the U.S. Public Health Service Commissioned Corps. Earlier in his HHS career, he played key roles in public health emergency preparedness efforts related to pandemic influenza and bioterrorism as special assistant to the science advisor to the secretary.
Parekh is a board-certified internal medicine physician, a fellow of the American College of Physicians, and an adjunct assistant professor of medicine at Johns Hopkins University, where he previously completed his residency training in the Osler Medical Program of the Department of Medicine. He provided volunteer clinical services for many years at the Holy Cross Hospital Health Center, a clinic for the uninsured in Silver Spring, MD.
Parekh is an adjunct professor of health management and policy at the University of Michigan School of Public Health. He currently serves on the dean’s advisory board of the University of Michigan School of Public Health, the Presidential Scholars Foundation board of directors, and the board of directors of WaterAid America.
He has spoken widely and written extensively on a variety of health topics such as chronic care management, population health, value in health care, and the need for health and human services integration. His book Prevention First: Policymaking for a Healthier America was released in December 2019 and argues that prevention must be our nation’s top health policy priority.
A native of Michigan, Parekh received a B.A. in political science, an M.D., and an M.P.H. in health management and policy from the University of Michigan. He was selected as a U.S. Presidential Scholar in 1994.
Bill Dombi is the president of the National Association for Home Care & Hospice. He previously served as the vice president for Law at NAHC. He specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care. With nearly 40 years of experience in health care law and policy, Bill has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the institution on Medicare PPS for home health in 2000, and the national healthcare reform legislation in 2010. He was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, along with current lawsuits challenging the Medicare home health face- to-face encounter rule and the Department of labor changes to the overtime rules under the Fair labor Standards Act.
In addition to litigation, he offers extensive community and professional educational services through lectures, publications, teleconferences, and videos. He is the Editor and lead author of Home Care & Hospice Law: A Handbook for Executives, the only comprehensive legal treatise on the topic. His lectures include market trends in home care, compliance, risk management, patient rights, fraud and abuse, health care reimbursement, legislative and regulatory reforms, and legal issues in telehealth services.
Bill is admitted to practice in Connecticut and Washington, DC. He is also admitted to numerous federal courts including, the U.S. Supreme Court and several Court of Appeals. He has served on the Advisory Board for BNA’s Health Law Report and Medicare Report. Bill also is a longstanding member of the American Health Lawyers Association and the American Bar Association.
Susan R. Bailey, MD, an allergist/immunologist from Fort Worth, Texas, was elected president of the American Medical Association in June 2020. Previously, she served as president-elect of the AMA for one year, speaker of the AMA House of Delegates for four years and as vice speaker for four years.
Dr. Bailey, who has been active in the AMA since medical school when she served as chair of the AMA Medical Student Section, has held numerous leadership positions with the AMA. These include serving as chair of both the Advisory Panel on Women in Medicine and the AMA Council on Medical Education, as well as representing the AMA on the Accreditation Council for Continuing Medical Education, the American Board of Medical Specialties, and COLA.
Her long history of service in helping guide organized medicine extends to the local and state levels as well. She has served as board chair and president of the Tarrant County Medical Society, and as vice speaker, speaker and president of the Texas Medical Association.
Dr. Bailey is an allergist in private practice, and has been with Fort Worth Allergy and Asthma Associates for over 30 years. She completed her residency in general pediatrics and a fellowship in allergy/immunology at the Mayo Graduate School of Medicine in Rochester, Minn., and is board certified in allergy and immunology, and pediatrics and has been awarded the title of Distinguished Fellow of the American College of Allergy, Asthma, and Immunology.
In addition to receiving her medical degree with honors from the Texas A&M University College of Medicine as a member of its charter class, Dr. Bailey was later appointed to the Texas A&M System Board of Regents by then Gov. George W. Bush, and has been named a Distinguished Alumnus of Texas A&M University and of Texas A&M University College of Medicine.
Dr. Bailey is married to W. Douglas Bailey, has two sons and one grandson, and is an elder and longtime choir member of her church.
