On Wednesday, November 1, CMS released its calendar year 2024 home health final rule, which would increase home health benefit spending by 0.8%, or $140 million (compared to the 2023 aggregate payments). While this may sound like good news, CMS has proposed a 2.89% permanent Budget Neutrality Adjustment and confirmed its intent to eventually claw back an “overspend” of around $3.4 billion for CY 2020 to CY 2022 (with timing and further details still to be determined). Along with these payment changes, CMS also finalized its proposals related to the Home Health Quality Reporting Program and the Home Health Value-based Purchasing program and made important updates to hospice, including the Special Focus Program (SFP).
