Ms. Rives has worked in public finance for the last 24 years. Her experience includes the Legislative Fiscal Office, the Attorney General’s Office, the State Office of Planning and Budget, and LSU Health Care Services Division. Cindy currently serves as a regional coordinator for the National Associations of State Human Services Finance Officers Organization.


Cliff O'Connor

Chief Financial Officer for the Georgia Department of Human Services, Division of Family and Children Services

Mr. O’Connor provides financial management of $1.1 billion dollar divisional budget involving child welfare, economic security, and human services. Duties include budget development and monitoring, accounts payable, revenue maximization, post adoption payments and services, and financial support of vendor network systems and processes.


John Thaniel

Chief Financial Officer for the Virginia Department for Aging and Rehabilitative Services

Mr. Thaniel has served in his present position since 2009, providing the leadership to plan, organize, direct and supervise the financial, budget, procurement, facilities management and logistical support activities for the Disability Services Agencies that consist of six separate state agencies with over 300 million dollar in operating and capital budgets.
